The College establishes the Bureau of Educational Research and Field Services (BERFS) to oversee and coordinate faculty research projects and studies contracted by public school systems. The College opens an Education Annex in a former sorority house behind Annapolis Hall, off Lehigh Road. Health problems force Daniel Prescott to resign as Director of Institute for Child Study. H. Gerthon Morgan succeeds him.

Department of Elementary Education faculty member Will Massey establishes a Reading Clinic in the summer of 1961. The Science Teaching Center is founded in conjunction with the Department of Botany in a small room in the Skinner Building. The Graduate Committee approves new programs in Statistics and Measurement and College Student Personnel. Funds from the National Defense Act underwrite a Summer Institute in Counseling and Guidance training to train counselors of high school students. Library Science is established as a division of the College.

BERFS begins operation and Walter Waetjen is appointed director. The Early Childhood Education Department is established.

The Maryland State Legislature approves funds for the construction of a new building. The Graduate Committee approves a master's program in Special Education. The University and the College faculty approve the Department of Early Childhood-Elementary Education and Department of Secondary Education. The College receives a $1.3 million grant for a research and development project in the area of Pupil Personnel Services, known as IRCOPPS (Interprofessional Research Commission on Pupil Personnel Services).

Construction progresses on the new Education Building. Dean Anderson lays the cornerstone of the new building (1) (2), sealing a time capsule behind it.

The Harold R.W.Benjamin Building, present site of the College of Education, is completed. M. Lucia James is appointed as Associate Professor of General Education and Director of the College of Education's Curriculum Laboratory and becomes the first African-American faculty member at College Park. College faculty member James Hymes, director of the University Nursery-Kindergarten, serves on the federal Planning Committee for Head Start early in the year, for which he receives a semester's leave from the university. The Vocational Curriculum Research and Development Center is established in the Department of Industrial Education.

The College dedicates its new home, the Harold R.W. Benjamin Building, with a ceremony in the J. Millard Tawes Fine Arts Center on October 7. The University Nursery-Kindergarten is moved into new quarters on the ground floor of the Benjamin Building. The Curriculum Laboratory is established. The Reading Center opens, a facility "designed for the preparation of reading teachers." The College establishes several Teacher Education Centers in urban areas in Maryland and the District of Columbia. A federal grant establishes MEMIP (Maryland Elementary Mathematics Inservice Program).

Three new departments are created: Administration, Supervision, and Curriculum; Counseling and Student Personnel Services; and Special Education. The Departments of Social Foundations and Educational Research were not approved. The basement of the Harold R.W. Benjamin Building is completed and the Educational Technology and Science Teaching Centers open there during the summer. The College opens a Comparative Education Center.

The College receives the national Distinguished Achievement Award for Excellence in Teacher Education from the American Association of Colleges for Teacher Education for its teacher education centers. The Office of Laboratory Experiences (OLE) is established to coordinate field experiences in education. A Graduate Program in Psychological Services for Schools (also known as School Psychology) begins in the Department of Counseling and Personnel Services. The Center of Rehabilitation and Manpower Services is established in the Industrial Education Department.

Harold R.W. Benjamin passes away on Jan. 12 at age 75. The Board of Regents approves in November the establishment of a Department of Measurement and Statistics. The University of Maryland Teacher Corps Program is founded.
